BACKGROUND
Lembaga Lebuhraya Malaysia (LLM) is a statutory body under the Ministry of Works, Malaysia.
Established in 1980, LLM is responsible for all toll highways and expressways in Malaysia.
Its primary role is to supervise, monitor and regulate the design, construction, operation
and maintenance of all privatized highways.
With the proliferation of privatized highways across Malaysia, it is essential to be
able to network the respective control centres to allow a more centralized and efficient
traffic management of the highways. The National Traffic Management Centre (TM ) project
by LLM was then initiated in 2005 with the objective of monitoring traffic conditions
across the major highways in country and disseminating valuable up-to-date information
to the general public.
The Traffic Management Centre is located at the headquarters of LLM in Kajang, Selangor
and covers an area of approximately 2500 sq. feet. It is built to operate 24 hours a day,
7 days a week and is designed ergonomically with an ambience that guarantees operators comfort.
As the beginning, this project involves extracting traffic information from 12 different highway control centres
within Peninsular Malaysia.
From the 12 Control Centres, the Traffic Management centre is connected and obtains information from
over 200 cameras, 80 VMS and 155 Vehicle Detection Stations. The Traffic Management Centre will also
extract data, video and voice information from the respective remote control centres. These traffic
information will be collected, stored and processed before being disseminated to the public for the
latest traffic conditions and travel advices via the VMS, Web portal, SMS and MMS.
With the implementation of this Traffic Management Centre, inter-highway communication and coordination is greatly improved and LLM will
now have real-time view of traffic condition along all highways. Simultaneously,
the general public will be better advised on road conditions, which will in return
enable them to carry out a more effective journey planning. This project aims to eventually integrate all toll highway control centres
as well as other relevant regional traffic control centres.
OBJECTIVES
The Traffic Management Centre is built with 5 objectives in mind.

authority of LLM.

To double as an emergency control and supervision centre.

As foundation & basis for integration and standardization of Traffic Management centres for privatized highways.

As focal point for national level integration to other road networks (Municipalities, Non-privatized roads).
